Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located in the Strategy, Planning, Accountability, Results and Knowledge Management (SPARK) Section within the Office of the Executive Secretary of the Economic and Social Commission for Western Asia (ESCWA). The Programme Management Assistant will report directly to and will be under the overall supervision of the Programme Management Officer of the SPARK Section.

Responsibilities

Within limits of delegated authority, the Programme Management Assistant will be responsible for the following duties:

1. Provides assistance in support of planning and implementation activities/processes for the monitoring and evaluations workstreams within SPARK.
2. Researches, compiles, analyses, summarizes, and presents basic information/data related to project monitoring, reporting and evaluation.
3. Monitors status of projects and deliverables; takes necessary action to ensure project records are reconciled within the various databases and applications (Project Life Cycle, Umoja/SMA, IPMR).
4. Assists in the preparation and analysis of information related to project implementation; reviews and coordinates submissions of information on programme/projects; prepares reports and ensures that outputs/services are properly categorized.
5. Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects.
6. Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning, monitoring and reporting instruments; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
7. Serves as focal point for monitoring and expedition of programme/project implementation and evaluation activities, involving extensive liaison with a diverse organisational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, etc.
8. Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
9. Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
10. Provides guidance and training to new/junior staff.
11. Performs other duties as assigned.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of seven years of experience in programme or project administration, technical cooperation or related area is required.

Experience supporting project cycle management (planning, monitoring/reporting and/or evaluation) is desirable.

Knowledge of the United Nations Secretariat’s project management platforms, or similar SAP-based enterprise-resource systems, is desirable.

Advanced Excel skills is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

Assessment

Evaluation of qualified candidates may include assessment(s) and a competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Special Notice

• This position is temporarily available until 03 May 2023. Extension of the appointment is subject to availability of funding, continued need for the position, and the satisfactory performance of the incumbent.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.
